The Senior Program Evaluation Manager will report to the Director, Research & Evaluation and collaborate with senior leaders from multiple divisions to develop a coherent philosophy, plan, process, standards of evidence, and metrics for evaluation across Ounce professional development programs and direct services at varying phases of implementation and scaling. With strategic leadership from PhD-level researchers, oversee Ounce evaluation services, including evaluation design, management, implementation, analysis, and reporting, for multiple purposes and audiences, as well as supports for data utilization and routines of continuous quality improvement.

Essential Job Duties
- Provide strategic and operational oversight of program evaluation activities of Ounce programs and solutions, including "big picture" coordination to ensure specification and coherence of evaluation philosophy, methodological approaches, standards of evidence, and metrics (to the greatest extent possible) across efforts.
- Partner with appropriate Ounce teams (e.g., program implementation, instructional design, IT, marketing and communication) and Research & Evaluation colleagues to develop program-specific evaluation plans and data collection protocols, processes, and tools, including:
o Relationship management within evaluation-program partnerships
o Logic modeling
o Evaluation questions or learning agenda
o Study design, including methodology and analysis plan
o Data collection, tool selection, and/or measure development
o IRB preparation, consent, data sharing agreements
o Data security plan
o External communication and dissemination for multiple audiences including funders
- Oversee and manage the successful implementation of program evaluations according to the evaluation plan and schedule, including management of evaluation teams made up of Research & Evaluation staff such as Research Assistants, Research Associates, and a Data Coordinator.
- Complete data collection and analysis using rigorous scientific and statistical methods and that reflect the organization's mission and values.
- Ensure all applicable laws and requirements are adhered to in the collection and use of data, in particular related to informed consent to participate and privacy issues.
- Collaborate to ensure evaluation data and findings are used to inform program improvement and refinement.

Required Qualifications - Required qualifications to effectively perform the job. An equivalent combination of education, training and experience will be considered. (Additional requirements may be designated by position.)

- Master's degree in research/evaluation methodology or related social science discipline.
- 5+ years of evaluation experience related to early childhood, education, or social service programs with progressive levels of responsibility, including evaluation management or oversight; experience conducting evaluations in direct service or program settings preferred.

Knowledge, Skills and Abilities - May be representative, but not all-inclusive, of those knowledge, skills and abilities commonly associated with this position.

- Expertise in program evaluation methodology and management principles is essential.
- Exceptional analytic skills and strong grasp of quantitative methodology required; knowledge of qualitative methodology preferred.
- Knowledge of SPSS and other statistical/analytical software (e.g., Stata, R) required; knowledge of NVivo or other qualitative analysis software preferred.
- Understanding of data tracking software (e.g., Microsoft Excel), and other relevant computer-based and technological applications for evaluation (e.g., Qualtrics) is required; experience in Salesforce, and learning management systems such as Cornerstone strongly preferred.
- Exceptional organizational and management skills.
- Strategic thinker who can simultaneously plan and oversee or engage in the implementation of multiple complex projects, and efficiently manage fast-paced work across multiple teams that often requires divided attention.
- Excellent interpersonal skills, and ability to work collaboratively within an interdisciplinary team as a cooperative and supportive team member to colleagues with a wide range of perspectives and abilities.
- Excellent verbal and written communication skills and strong ability to synthesize and represent data and program evaluation findings for use by multiple audiences, including funders; skills with effective visual representation of data is preferred.
